From the French Revolution to the present, Thomas Paine, J. Stuart Mill and many Enlightenment philosophers and thinkers have tried to draw the framework and limits of freedom of expression and to ground this freedom. Claiming this right in a world dominated by monarchies was among the most radical initiatives. Because freedom of expression was also one of the rights that guaranteed the people to "elect those to govern themselves, but also to throw them out if the elected ones behaved badly" as a requirement of bourgeois democracy. However, as time progressed, freedom of expression alone was not sufficient for a democratic system, and "freedom of communication" had to be added to this.
Today, freedom of communication includes the freedom to express one's thoughts, as well as the freedom to access important information about one's life in a healthy way.
