Summary, etc	Kuzey Atlantik Antlaşması Örgütü, realist yaklaşıma uygun bir şekilde, gerektiğinde güç kullanmak suretiyle, Batı Bloğunun güvenliğini sağlamak amacıyla kurulmuştur. Ancak Soğuk Savaş sonrası dönemde Doğu Bloğu tehdidinin ortadan kalkmasına ve nükleer silahların sınırlandırılması konusundaki girişimlerin olumlu sonuçlanmasına rağmen NATO'nun mevcudiyetini yitirmediği gözlemlenmiş ve örgüt, neo-liberal yaklaşım doğrultusunda, üye devletlerin güvenlik işbirliğini kolaylaştırdığı ve insani müdahalede bulunma kapasitesine sahip olduğu gerekçesiyle varlığını sürdürmeye devam etmiştir. Bu durum birçok görüş çerçevesinde de eleştirilere maruz kalmıştır. Soğuk Savaş sonrası dönemde güvenlik konularının ve buna bağlı olarak ortaya atılan tehditlerin çoğalması sonucunda NATO, 1990 sonrası dönemde sorumluluk sahasını da genişleterek, neo-liberalizme uygun şekilde, güvenlik işbirliğini kolaylaştırdığı ve insani sorumluluk ilkesiyle hareket ettiği gerekçesiyle, "alan dışı" görev ve yetkilerle hegemonyasını arttırmaya çalışmıştır. Bu çaba, NATO zirvelerinden de gözlemlenmiştir. Ayrıca 11 Eylül 2001 terör saldırılarından sonra, neo-liberal düşünce yanında, sosyal inşacı yaklaşımın "şiddetin durduğu ama düşman ve tehdit algılamalarının devam ettiği bir ortamın barış olarak kabul edilemeyeceği" tezini savunarak, son on dört yıldaki NATO zirvelerinde kabul görmesi söz konusu olmuştur.
